Letter to Secretary Kerry on Cuban migrants / Carta al Secretario Kerry sobre los migrantes cubanos

Dear Secretary Kerry,

I am writing to call your attention and ask for your action on the more than 6,000 Cuban migrants that are currently stranded in both Costa Rica and Panama.

As I am sure you are aware, these Cubans were headed to the USA when Nicaragua closed its borders to them about a month ago. Since then, they have had to stay in temporary lodging arranged by the Costa Rican government and people, relying on their solidarity for food, health, sanitation and hope.

The Costa Rican government has tried to find a diplomatic solution to this crisis with its neighbor central American countries without success. During the past week, both Guatemala and Belize have rejected the possibility of accepting these migrants into their territory, preventing them to continue their transit through Mexico towards the US border.

Mr. Secretary, the USA has certain migratory policies that benefit Cuban nationals. These are the policies that are driving these 6,000 women, men and children across seven countries, across 3,500 miles, in the hopes of a better future. A future that they cannot achieve in their home country, Cuba.

Mr. Kerry, the USA – as final recipient of these migrants – must have a say in this crisis. I would hope the US can lend a helping hand and be willing to accept these migrants directly. Perhaps through special visas, perhaps through direct flights from Costa Rica or through some other measure. I ask you, Mr. Kerry, to consider the possibility of applying extraordinary measures and help my fellow nationals.

They are not illegal migrants. They left Cuba legally, and they have been provided with legal status in Costa Rica, through temporary visas issued by the Costa Rican government.

Their transportation need not cost a dime to the USA. These people have sold their possessions, everything they have to embark on this trip. Many of them also have family in the USA or elsewhere that are willing to pay the transportation costs until the USA. I am enclosing the videos of these Cubans where they declare to the world their willingness to do so.

I have spoken to many of them. They have been there for more than a month, living in crowded conditions, sleeping on the floor, missing their families in the USA and in Cuba and with very little hope of seeing a solution.

Mr. Kerry, please consider doing something. The USA has a role to play in this situation and also have the capacity to help. Me and thousands of Cubans would be sincerely thankful.

Estimado Secretario Kerry,

Le escribo para llamar su atención y solicitar su acción respecto a los más de 6,000 cubanos que se encuentran varados en Costa Rica y Panamá.

Estoy seguro que está al tanto de que estos cubanos se dirigían hacia los EEUU cuando Nicaragua les cerró sus fronteras hace ya un mes. Desde entonces, han tenido que hospedarse en alojamientos temporales preparados por el gobierno y las gentes de Costa Rica, dependiendo de su solidaridad para alimentarse, cuidar su salud, tener instalaciones sanitarias y recibir esperanzas.

El gobierno de Costa Rica ha intentado encontrar una solución diplomática a esta crisis con los países centroamericanos, sin éxito. En el transcurso de la pasada semana, los gobiernos de Guatemala y Belice rechazaron la posibilidad de aceptar a estos migrantes en sus territorios, impidiéndoles así continuar su tránsito hacia México, y hacia los EEUU.

Señor Secretario, los EEUU tienen ciertas medidas migratorias que benefician a los nacionales cubanos. Estas políticas son las que atraen a estas 6,000 mujeres, hombres y niños, a través de 7 países y de mas de 3,500 millas hacia un futuro mejor. Un futuro que no pueden lograr en su país de origen, Cuba.

Señor Kerry, los EEUU – como receptor final de estos migrantes – debe tener algo que decir ante esta crisis. Yo esperaría que los EEUU pudieran ayudar y estar dispuestos a aceptar a estos migrantes directamente. Quizá mediante la expedición de visas especiales, quizá a través de vuelos directos desde Costa Rica, o a través de alguna otra medida. Le pido, Señor Kerry, que considere la posibilidad de aplicar medidas extraordinarias para ayudar a mis hermanos cubanos.

No están en situación ilegal. Salieron de Cuba legalmente y el gobierno de Costa Rica les ha proporcionado un estatus legal válido, mediante visas temporales humanitarias.

Su transporte no tiene por qué costar un céntimo a los EEUU. Estas  personas han vendido sus posesiones, todo lo que tenían, para embarcarse en este viaje. Muchos de ellos también tienen familia en los EEUU o en otros lugares dispuestos a pagarles los costos del transporte a los EEUU. Le adjunto unos videos donde podrá ver a los cubanos de varios albergues clamar al mundo que están dispuestos a sufragarse sus viajes.

He hablado con muchos de ellos. Llevan allá mas de un mes, viviendo en condiciones atestadas, durmiendo en el suelo, extrañando a sus familias en EEUU y en Cuba, y con muy pocas esperanzas de una solución.

Señor Kerry, por favor, considere hacer algo. Los EEUU tienen un papel que jugar en esta situación y también la capacidad de ayudar. Miles de cubanos y yo les estaremos sinceramente agradecidos.
